City Council

The Albion City Council meets on the 2nd Tuesday of each month at 7:30 p.m. at Albion City Hall. For more information about the city council, please contact Council President Marcus Johnson or City Clerk Andrew Devine.

The mayor and council members are elected for four-year terms.

All City Council meetings are open for public attendance and observation in accordance with the Nebraska Open Meetings Act.

Citizens may request that the City Council address specific items of business on an agenda by submitting a written request {Click HERE for Form} to the Mayor and City Clerk for review or by requesting a City Council member to sponsor a specific Agenda item.

Agenda Item requests may be referred to appropriate staff or committee for resolution prior to placement on Council Agenda.

Albion Development Info

Albion Building, Zoning, and Subdivision Info

The City of Albion Department of Building Code and Inspection handles all Zoning Regulations, Building Permits, Demolition Permits, Property Maintenance Inspections, and Vacant Property Registrations.

Albion Building Permit Info

All property owners located inside, and within 1-mile of, the City of Albion must obtain an approved building permit PRIOR to beginning construction or demolition work on any project including interior remodels, fences, decks, utility sheds, signs, and garages excluding the following EXCEPTIONS: Building Permits are Not Required for painting of structures or replacement of: *Roofing *Windows/Doors *Siding *Heating/A.C.

~Building Permits Applications may be picked up at city hall or printed online using links below.
Complete applications should be returned to City Hall during regular business hours.
~Application must be submitted with an accurate site plan showing the location of the proposed work and identifying all existing structures, proposed structures, exterior dimensions, and property lines. The site plan does not need to be to scale; HOWEVER, it must include accurate measurements and dimensions of property lines, setbacks, existing structures, and proposed structures and/or additions.
~Applicant must physically flag/identify exterior improvements and any and all applicable property boundaries for setback verification prior to submittal of the application. Actual flagged dimensions must match the application.
Permits will not be issued until all setbacks are verified.

~Floor plans are required for all Residential Dwelling Improvements.
~Full project plan sets are required to be submitted for Commercial Building Improvements.
~Incomplete applications will not be accepted. If something does not apply please mark – N/A.
~Application fees must be paid at the time of submission.
~Permit fees may be paid at the time of submission, but must be paid upon approval and must be paid prior to beginning of any work.
~A permit will be issued upon satisfactory review of the application and plans, verification of project setbacks, and receipt of all appropriate fees.
~DO NOT START ANY WORK UNTIL THE SETBACKS HAVE BEEN VERIFIED AND A PERMIT HAS BEEN ISSUED.
~Construction or Demolition work prior to obtaining a permit may result in penalties - see Schedule of Fees.
~Applications for Building Permits are generally reviewed within 7-10 business days.

The adopted ICC Building Codes, Albion Zoning and Subdivision Regulations and other applicable ordinances/codes which apply to the erection, location, and use of the structure described in the building permit application will be utilized and reviewed during the application review as well as the physical inspection of the project site.

The City of Albion Subdivision Regulations provide framework and a prescribed process for orderly development of new additions to, as well as re-development of existing property within, the City of Albion's jurisdiction.

    Administrative Plat Requirements: Owner Certification; Legal Description; City Approval – signature line for Code Official/Zoning Administrator, attest by Deputy City Clerk; Registrar of Deeds filing certification.

    Replat/Administrative Plat Application Process
    • Whenever a subdivision or resubdivision of a parcel consists of four (4) or fewer lots, the Planning Commission may waive the separate submission requirements for the Preliminary and Final Plats to expedite the subdivision review process if, in the judgement of the Planning Commission, separate submission will not serve the public interest and will not conflict with the intent of these regulations.
    • Complete the Application form – utilize checklist to be sure complete. The application requires completion of a survey. Surveyor will need a copy of the checklist to be sure all required information, certificates and acknowledgements are present on the survey. Have surveyor call City Hall to clarify requirements if has any questions.
    • Return completed application, 4 copies of survey, and full application fees for both concurrent preliminary and final plats to City Clerk’s office. The Clerk will review for completeness.
    • Once determined that the application is complete and in proper form, a public hearing will then be scheduled at the next available Planning Commission meeting. The Planning Commission will make a recommendation to the City Council regarding the application.
    • A public hearing will also be scheduled and held at the next available City Council meeting. The costs for publication of the notices of the public hearings will be invoiced to the applicant.
    • If approved, the City Clerk will return a certified copy of the approved application and survey to the applicant for filing at the Boone County Registrar’s Office.
